Web Programming is a way to make websites more interactive and more dynamic.  Instead of just static pages that can only be changed by editing the code, a website with programming can automatically be update, be updated without changing the code, and numerous other things.

For example, let's say you want a online calendar of events that lists all of your upcoming events.  With a database driven website with web programming, you can have anyone you choose given permission to add, edit, or delete events.  Or say you want to have a photo album. Using web programming, you can easily upload photos without having to contact your webmaster.

Web programming gives you the ability to keep your website fresh and interactive, without relying on your webmaster to make changes.   I have extensive knowledge of both PHP, ASP, and ASP.NET programming codes. I personally feel that PHP is the best, but I can absolutely work with whatever needs you may have.
